A pre-shipment inspection (PSI) gives you an assurance and peace of mind that the goods you plan to purchase meet the required standard as contracted with the seller before they are purchased then shipped.

The pre-shipment inspection covers the functionality, performance, durability, overall appearance, dimensions, Quantities, Packaging .. etc. 

Notably, some countries require a pre-shipment inspection certificate to allow goods through customs, also in some cases, producers request a pre-shipment inspection themselves to give quality assurance to their customers.

Most of PSI are conducted within 3 to 5 working days, depends on PSI type and location.
